Abstract: This presentation provides a portrait of the diplomacy of non-sovereign states in the Arctic region. It describes the geopolitical dynamics, regional institutions and international relations in order to identify the opportunities and challenges that these actors face in pursuing their interests. It focuses on non-sovereign states in the North American Arctic (Quebec, Alaska, Greenland) to understand how their international activities in this region unfold.
